Jersey City Physician Agrees to Surrender His License;
Unsanitary Facility Deemed Health Threat
NEWARK – The State Board of Medical Examiners (BME) has entered into a Consent Order of Voluntary License Surrender with Sun C. Tzeng, M.D., following the discovery of improperly stored medical waste and unsanitary conditions at his Jersey City office.
The BME was prepared to vote on suspending Tzeng’s medical license if he had not agreed to voluntarily surrender it prior to a hearing scheduled for earlier this week.
Investigators from the Division of Consumer Affairs and the Jersey City Division of Health observed the following conditions when they inspected Tzeng’s office at 172 Martin Luther King Drive: -
A barrel containing blood vials and used syringes in a treatment room
- Treatment rooms piled knee-high with expired medications
- No hot water or autoclave in the office
- Patient charts haphazardly piled on an examination table
- Holes in the floor, covered with carpeting
- Stained and bulging ceiling tiles
The Jersey City Division of Health padlocked Dr. Tzeng’s office in late October following inspections by its staff and investigators from the Division of Consumer Affairs. Additionally, Dr. Tzeng was arrested and charged by the Jersey City Police Department.
“Municipal and state agencies worked together on this matter. The grossly unsanitary conditions found in Dr. Tzeng’s office are an outrage and put patients at unnecessary risk. When professional standards of conduct are not met, our licensing boards will take action to protect the public and hold licensees accountable,” Acting Consumer Affairs Director DeMarzo said.
The license surrender is not considered a disciplinary action pending the outcome of the criminal charges and further order of the BME.
Deputy Attorney Kathy Stroh Mendoza is representing the state in this matter.
